What I don't understand is use the label "fly" at all if its not restricted to fly fishing. Why not just place a hook size restriction and/or artificial lure only restriction?

Out with the kids Saturday (Nanaimo Harbour), Where are the DOF ? , watched a white zodiac style inflatable run around buzzbombing the schools , hooking by the tail etc PMO,

I have indeed seen the odd fish surfacing in departure bay, but have not seen anyone targeting them.

Did walk down at Millstone waterfront lastnight with the family, 15 or so guys, a few honest ones in the crowd it seemed! Lots of fish boiling, and lots of fish foul hooked, jigged, netted and bonked. That was only in the 10 mins we watched.
