I heard tonight that people are fishing off the breakwater again. Did something open up recently? Like lingcod?

When the herring move in the springs will sometimes follow. I can be good if you hit it right this time of year

What are people casting to catch salmon off the breakwater? Deadly dics or actual herring?
Yeah I know lingcod and rockcod's are closed right now so I was shocked when I heard people were out there fishing.
