It was scraped clean in the 1920's and has never recovered.
About 20 years ago I put in some time out there and didn't come up with anything at all except for Dogfish-about 10 years ago a friend of mine caught one very small Hali-just before they closed it for good.
Note that the Hali now present feed mostly on the deepwater Pacific Cod biomass out in Georgia Straight- so they move around a bunch.
Always a few overwintering in Howe Sound though-that population was never completely extirpated.
